Energy Efficiency in Buildings
Buildings are one of the largest end users of energy; in OECD countries, the building sector accounts for 25-40 % of the final energy demand. Globally, carbon could be reduced by 715 million tons by 2010 through simply improving the energy efficiency in buildings and appliances. This would be equivalent to 27% of the projected increase in GHG emissions to that date.
Two-thirds of energy used in European buildings is accounted for by households, and their consumption is growing every year as rising living standards are reflected in greater use of air conditioning and heating systems.10million boilers in European homes are more than 20 years old; their replacement would save 5% of energy used for heating.
30-50% of lighting energy could be saved in offices, commercial buildings, and leisure facilities by using the most efficient technologies.
Energy Performance Certificates
In Finland the Energy Performance Certificate has been compulsory for new buildings since January 2008 and will be compulsory even for a large proportion of existing houses as of January 2009. The certificate is not mandatory for existing residential buildings containing no more than 6 apartments.
When a building is sold or rented out, a valid Energy Performance Certificate not older than ten years must be presented. The certificate must show the energy efficiency of the building in question. The Energy Performance Certificate is a kind of product specification for a building that helps the owner, buyer or future tenant to assess its energy efficiency. Improving energy efficiency is particularly in the interests of the owner.
Energy Performance Certificates tell you how energy efficient a home is on a scale of A-G. The most efficient homes - which should have the lowest fuel bills - are in band A.
The average property in Finland is in bands D-E.
Energy Assessor Qualification and Accreditation
In Finland Energy Performance Certificates must be produced by individuals with an approved qualification or competence.
